People's governments of all provinces, autonomous regions and municipalities directly under the Central Government, all ministries and commissions of the State Council and all departments directly affiliated to the State Council,
According to the Plan on Deepening Reform of Party and State Institutions, deliberated and adopted at the 3rd Plenary Session of the 19th Central Committee of the Communist Party of China, the Plan on Reform of Authorities of the State Council, deliberated and approved at the First Session of the 13th National People's Congress, and the Plan on the Setup of Specially-established Institutions Directly Affiliated to, Institutions Directly Affiliated to, Administrative Offices under, and Public Institutions Directly Affiliated to, the State Council, deliberated and adopted at the first executive meeting of the State Council, the setup of institutions under the State Council is hereby notified as follows,

II. Authorities under the State Council
