Competent authorities of industry and information technology of all provinces, autonomous regions, municipalities directly under the Central Government, cities separately listed in the State plan and Xinjiang Production and Construction Corps, and communications administrations of all provinces, autonomous regions, municipalities directly under the Central Government, and relevant enterprises,

For the purpose of implementing relevant arrangements outlined in the Report on the Government's Work, further enhancing the supply capacity of the information and communications industry, making improvements to development areas of weakness, optimizing the development environment, facilitating the digital economic development and the consumption expansion and upgrading, providing powerful support for the switch between new and old economic growth drivers, it has been decided to launch the 2018 special program to forge ahead with network speed acceleration and tariff reduction and accelerate the development of new economic growth drivers. Opinions are proposed as follows.

I. Targeted at the Global Advanced Level and Accelerating the Evolution and Upgrading of the Broadband Network
1. Facilitating the speed acceleration and upgrading of fiber broadband. Support the increasing investment made by basic telecommunications enterprises, expand the coverage of the fiber broadband network, continue to push ahead the transformation of optical fibers, provide general access to 100MB broadband, build over 55 million new broadband ports this year, and increase the percentage of users with access to fiber broadband to over 90%. Encourage basic telecommunications enterprises to lay out the network connection through fiber broadbands with larger capacity, and make 1000MB broadband service available to users in more than 100 cities on a pilot basis.
2. Improving the coverage and quality of the 4G network. Increase the scope and depth of 4G network coverage and build 450,000 new 4G base stations to cover wider indoor areas in office and commercial buildings and in elevators and boost the quality of uninterrupted coverage along railways and highways. Deploy 4G evolution technologies, such as carrier aggregation, to a wider extent in hot areas with demand in this regard. Further optimize the quality of 4G services and provide a better experience in regard to the quality of speech and data business.
3. Accelerating development of the 5G technology industry. Make solid progress in standardizing, researching, developing and applying the 5G network, forge ahead with the maturity of the industry chain and supporting safety guarantees, organize and carry out the major special program of new-generation broadband wireless mobile communication network, complete the third-stage technological research and development experiments, and help shape the globally unified 5G standards.
