Local offices of the State Administration of Taxation and local tax bureaus of all provinces, autonomous regions, municipalities directly under the Central Government and cities separately listed in the State plan, and special commissioner offices established by the SAT in all places,
For the purpose of reducing the labor costs of enterprises and stimulating enterprises' development vitality, the Ministry of Human Resources and Social Security and the Ministry of Finance have issued the Circular on the Further Phased Reduction of the Social Insurance Contribution Rates (Ren She Bu Fa [2018] No.25, hereinafter referred to as the "Circular"), in accordance with the decisions and arrangements made by the Central Committee of the Communist Party of China and the State Council. Matters on the policy implementation by authorities within the tax system are hereby notified as follows.
