Local offices of the State Administration of Taxation and local tax bureaus of all provinces, autonomous regions, municipalities directly under the Central Government and cities separately listed in the State plan, and special commissioner offices established by the SAT in all places,
For the purpose of easing the burden of the general public and supporting the development of the real economy, the Ministry of Finance has issued the Circular on Reducing the Payment Standard of Some Governmental Funds (Cai Shui [2018] No.39, hereinafter referred to as the "Circular") in accordance with the decisions and arrangements made by the Central Committee of the Communist Party of China and the State Council, which clearly state that from April 1, 2018, the upper limit of the payment standard for the employment security fund for the disabled (hereinafter referred to as the "security fund") is reduced to be two times the local average salary instead of the previous three times.
