People's governments of all provinces, autonomous regions and municipalities directly under the Central Government, all ministries and commissions of and all organizations directly under the State Council,

The CPC Central Committee and the State Council always attach great importance to improving the business environment and shortening the time for starting a business. China's commercial system reform has made it increasingly convenient and less time-consuming to start a business, boosting mass entrepreneurship and innovation and unleashing market vitality and social creativity, but there is still plenty of room for improvement when compared with the world's top leaders. In order to facilitate law-based, international and convenient business environment and to stimulate sustainable and high-quality economic growth, the following opinions on further compressing the time for starting a business are hereby put forward upon approval of the State Council:

I. General Requirements and Objectives
1. General Requirements. The general requirements include comprehensively implementing the spirits of the 19th CPC National Congress and the Second and Third Plenary Sessions of the 19th CPC Central Committee, taking Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era as guidelines, gaining a strong understanding of and putting into practice the new development philosophy, deepening the reform of "streamlining administration, delegating power and strengthening regulation and improving service" as expounded in the Report on the Work of the Government (2018), proceeding from reality in all work, focusing on the most pressing problems facing enterprises and the public such as low efficiency, overelaborate formalities and lengthy processing time, standardizing work standards and requirements, further shortening the time for starting a business according to the law, strengthening the performance of responsibilities, enhancing service effectiveness, increasing transparency and predictability, improving citizens' experience of going through business start-up formalities, further reducing institutional transaction costs, and boosting mass entrepreneurship and innovation.
2. Objectives. The objectives are to further streamline and compress the time for completing the formalities of starting a business from incorporation to getting it ready for operation. By the end of 2018, the length of time required to start a business shall be at least halved in all municipalities directly under the Central Government, cities specifically designated in the state plan, sub-provincial cities and provincial capitals, reduced from the current 20 working days on average to 8.5 working days, while other places shall also work actively to cut the business start-up time, with the expectation of achieving this goal within the first half of 2019 across the whole nation.
