Announcement of the General Administration of Customs [2018] No.56

In order to promote the development of cross-border e-commerce, and provide convenient customs clearance services, matters concerning the connection by enterprises to the unified information system for cross-border e-commerce retail (the "System") are hereby announced as follows:

I. Supporting the launch of the function of inputting lists into the System. E-commerce enterprises or the agents thereof may log into the integrated online service platform for "internet plus customs" and leverage the "cross-border e-commerce" function therein to perform the relevant operations, such as inputting, altering, submitting and inquiring about lists.

II. Publishing standards concerning electronic messages with respect to the connection by enterprises to the System. Enterprises and third-party platforms that participate in cross-border e-commerce business shall, pursuant to the standards, develop or purchase under market-oriented principles the connection service by themselves; the authorization of service provision and other relevant matters shall be treated in accordance with the Announcement of the General Administration of Customs [2016] No.16 and the Announcement of the General Administration of Customs [2017] No.20. For the relevant message specifications, and transport agreements and connection serving products verified by the Customs, please refer to the Message Specifications of the Customs on Connection by Enterprises to the Cross-border Unified System (see Appendix I).

III. Enterprises shall bear legal liability for electronic data submitted and transmitted by them to the Customs.
