In order to standardize the prescription examination in medical institutions, promote clinical rational drug use and ensure patients' medication safety, the Good Practice for Medical Institutions to Examine Prescriptions (the "Good Practice") is jointly formulated by the National Health Commission and two other departments and issued to you for implementation.

Good Practice for Medical Institutions to Examine Prescriptions

Chapter I General Provisions

Article 1 In order to standardize the prescription examination in medical institutions, promote rational drug use and ensure patients' medication safety, the Good Practice is hereby formulated in accordance with relevant laws and regulations as well as rules and systems, such as the Drug Administration Law of the People's Republic of China, the Provisions for the Pharmaceutical Affairs Management of Medical Institutions, the Measures for the Administration of Prescriptions, and the Management Standard for Comments on Hospital Prescriptions (Trial).

Article 2 Prescription examination means the pharmaceutical technical services provided by pharmaceutical professionals using their professional knowledge and practical skills to examine the validity, standardization and appropriateness of prescriptions issued by physicians for patients in regard to diagnosis and treatment and to determine whether to agree on the drug distribution in accordance with relevant laws and regulations, rules and systems, and technological specifications.
Prescriptions examined shall include paper prescriptions, electronic prescriptions, and physician's order sheet for drug use in the ward of medical institutions.

Article 3 Hospitals above Grade II, maternal and child health hospitals and specialized disease control and prevention institutions shall act in accordance with the Good Practice, and other medical institutions shall use it for reference.

Chapter II Basic Requirements

Article 4 All prescriptions shall only be allowed to charge the expenses and distribute medicines after the examination is approved. Prescriptions without the approval of examination shall not be allowed to charge the expenses and distribute medicines.

Article 5 Pharmaceutical professionals engaged in prescription examination (the "Pharmacists") shall meet the following requirements:
1. have obtained the pharmaceutical professional and technical qualification of pharmacists and above; and
2. have at least three years of experience of issuing prescriptions in an outpatient department, an emergency department, or a ward, and receiving the professional knowledge training in the position of prescription examination and passing the training examination.

Article 6 A pharmacist is the first individual responsible for prescription examination and shall check each medicine on the prescription on an item-by-item basis.
