The Report of the Law Enforcement and Inspection Team of the Standing Committee of the National People's Congress ("NPC") on Checking the Implementation of the Law on the Prevention and Control of Atmospheric Pollution, delivered by Li Zhanshu, Chairman of the NPC Standing Committee, has been heard and deliberated at the Fourth Session of the Standing Committee of the 13th National People's Congress. This session fully affirmed and spoke highly of the work of the Law Enforcement and Inspection Team, unanimously agreed with the report on law enforcement and inspection and consented to the opinions and proposals made in the report concerning implementation of the Law on the Prevention and Control of Atmospheric Pollution and winning the tough battle of defending the blue sky.
It was believed at the session that building an ecological civilization has a bearing on the sustainable development of the Chinese nation and relates to the well-being of hundreds of millions of Chinese people. Since the 18th National Congress of the Communist Party of China ("CPC"), the CPC Central Committee with Comrade Xi Jinping at its core has taken the building of an ecological civilization as a significant part to move forward with the Five-Sphere Integrated Plan and the Four-pronged Comprehensive Strategy, planned and carried out a series of fundamental, ground-breaking and long-term tasks, and promoted the historic, landmark and holistic transformation of the building of an ecological civilization and the protection of the ecological environment, ranging from practice to understanding. Meanwhile, building an ecological civilization still faces a tough situation, and is in the midst of a key stage where stress and burdens arise in different aspects, which is a critical period when it is necessary to provide more high-quality ecological products to meet people's ever-growing needs for a beautiful ecological environment, and a gap period when conditions and capacity permit the addressing of prominent ecological environment issues. The 19th National Congress of the CPC has rolled out an inspiring blueprint for securing a decisive victory in building a moderately prosperous society in all respects and for striving for the success of socialism with Chinese characteristics for a new era, which contains all-round arrangements for strengthening the building of an ecological civilization and building a beautiful China. Winning the battle of preventing and controlling pollution, as one of three tough battles to secure the decisive victory in building a moderately prosperous society in all aspects, will determine whether building a moderately prosperous society in all aspects will be appreciated by the people and stand the test of history. Improving the quality of the ecological environment as a whole and dramatically reducing the total emissions of major pollutants by 2020 is the general objective. All levels of people's congresses and the standing committees thereof, as organs of State power that shoulder the glorious mission of implementing the decisions and arrangements made by the CPC Central Committee for the building of an ecological civilization and promoting the all-round and effective implementation of the legal system for protection of the ecological environment, shall give full play to the characteristics and advantages of the people's congress system, fulfill the duties under the Constitution and the law, make use of the law to curb pollution and the rule of law to protect the ecological environment, and make contributions to strengthening the protection of the ecological environment in all aspects and promoting the tough battle of effectively preventing and controlling pollution in accordance with the law.
