Relevant departments of the Central Committee of the Communist Party of China, all ministries and commissions of the State Council and all institutions directly under the State Council, General Office of the Standing Committee of the National People's Congress, General Office of the Chinese People's Political Consultative Conference, General Office of the National Supervision Commission, the Supreme People's Court, the Supreme People's Procuratorate, central committees of all democratic parties, relevant people's organizations, finance departments (bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the state plan as well as the Bureau of Finance of the Xinjiang Production and Construction Corps,

In order to carry out the decisions and arrangements of the Central Committee of the Communist Party of China and the State Council, enhance the quality of services procured by governments and regulate the government procurement of services, the Guiding Opinions on Promoting the Third-party Performance Assessment of the Government Procurement of Services (the "Opinions") are hereby put forward.

I. General Requirements
1. Guiding thoughts. Be guided by Xi Jinping's socialist thoughts with Chinese characteristics in the new era, comprehensively carry out the spirit of the 19th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 19th Central Committee, persist in and strengthen the comprehensive leadership of the party, insist on the general work style of making progress while maintaining stability and new development philosophies, closely adhere to major contradictions and changes of China's society, generally push forward the general layout of "Five in One" and harmoniously propel the strategic layout of "Four Comprehensives" as per the requirement for high-quality development, insist on the main line of supply-side structural reform, propel the third-party performance assessment of the government procurement of services solidly and in order and as per decisions, arrangements and the requirements for accelerating the establishment of modern financial systems and the comprehensive implementation of performance management, keep enhancing normalization and institutionalized management, increase the coverage of performance assessment programs step by step, and endeavor to enhance the efficiency of financial capital and the public service management level of governments.
