The Administrative Provisions of the Customs of the People's Republic of China on Statistical Work, which have been deliberated and adopted at the executive meeting of the General Administration of Customs on August 16, 2018, are hereby promulgated for implementation as of October 1, 2018.

The Administrative Provisions of the Customs of the People's Republic of China on Statistical Work issued under the order of the General Administration of Customs No.153 on September 12, 2006 shall be repealed simultaneously.

Chapter I General Provisions

Article 1 These Provisions are formulated in accordance with the Customs Law of the People's Republic of China, the Statistics Law of the People's Republic of China, the Regulations on Customs Statistics of the People's Republic of China, the Implementing Regulations of the Statistics Law of the People's Republic of China and relevant laws and administrative regulations, for the purpose of carrying out the work of customs statistics in a scientific and effective way, ensuring the authenticity, accuracy, completeness and timeliness of customs statistics, and playing the role of customs statistics serving macro decision-making, foreign trade and economic and social development.

Article 2 These Provisions shall apply to the statistics performed by the customs regarding the import and export of goods, the entry and exit of articles and relevant customs business.

Article 3 Customs statistics shall comply with the principles of accuracy, timeliness, scientific integrity and international comparability.

Article 4 The customs shall carry out statistical surveys for import and export trade, targeting goods actually entering or leaving the territory of China and resulting in the increase or decrease in the stock of domestic material; specialized statistical surveys may be carried out for other goods under the customs supervision, depending on administrative needs; and statistical surveys for customs business shall also be performed among customs' supervisory and administrative activities for inward and outward goods and its internal management affairs.

Article 5 Customs officers shall be obligated to keep confidential the State secrets, trade secrets and customs work secrets they have had access to in the statistical surveys.

Chapter II Statistical Investigation and Statistical Supervision

Article 6 The Customs may, according to the needs of statistical work, carry out statistical surveys among such objects under statistical investigation as the consignees of imported goods and consigners of exported goods or agents thereof, related government agencies, industry associations and relevant enterprises.
The objects under statistical investigation shall cooperate with the customs' statistical investigation and provide truthful, accurate and complete relevant materials and information.

Article 7 The customs shall make use of administrative records to comprehensively collect original statistical materials.
