The people's governments of all provinces, autonomous regions and municipalities directly under the Central Government, and the departments and commissions of, and institutions directly under, the State Council,

The Measures for Applying for and Issuing Residence Permits for Hong Kong, Macao and Taiwan Residents have been approved by the Central Committee of the Communist Party of China and the State Council and are hereby issued to you for earnest implementation.

Measures for Applying for and Issuing Residence Permits for Hong Kong, Macao and Taiwan Residents

Article 1 The Measures for Applying for and Issuing Residence Permits for Hong Kong, Macao and Taiwan Residents (hereinafter referred to as the "Measures") are formulated in accordance with the relevant provisions of the Interim Regulations on Residence Permits, in order to facilitate the work, study and life of Hong Kong, Macao and Taiwan residents in the mainland and protect the legitimate rights and interests of Hong Kong, Macao and Taiwan residents.

Article 2 A Hong Kong, Macao or Taiwan resident who has lived in the mainland for half a year or longer may apply, on a voluntary basis, for a residence permit in accordance with the Measures, provided that he or she has a legitimate and stable job, a legitimate and stable domicile, or continuous school attendance in the mainland.
Hong Kong, Macao and Taiwan residents who are under the age of 16 may apply for residence permits via their guardians.

Article 3 A residence permit for a Hong Kong, Macao or Taiwan resident shall contain: the name, gender, date of birth, residence address, citizen's identity number, photo of the holder, fingerprint information, term of validity, issuer, issuance times, and entry and exit certificate number of the Hong Kong, Macao or Taiwan resident.
The citizen's identity number is compiled by a public security organ in accordance with the national standards for citizen's identity numbers. For a Hong Kong citizen's identity number, a Macao citizen's identity number and a Taiwan citizen's identity number, the address code is 810000, 820000 and 830000, respectively.

Article 4 Public security organs at all levels shall actively coordinate and cooperate with the relevant departments of Hong Kong and Macao affairs, Taiwan affairs, development and reform, education, civil affairs, judicial administration, human resources and social security, housing and urban-rural development, transport and health on the protection of rights and interests of, services for and management of residence permit holders.

Article 5 Public security organs at all levels shall establish and improve the management information system for residence permits for Hong Kong, Macao and Taiwan residents, and do a good job in the acceptance and examination of applications for residence permits and the production, distribution and management of the residence permits.

Article 6 The residence permits for Hong Kong, Macao and Taiwan residents, valid for five years each, will be issued by public security organs of people's governments at the county level.

Article 7 The residence permits for Hong Kong, Macao and Taiwan residents are produced by using the technical standards for resident identity cards, and readable both visually and by computer, with the content read visually and by computer limited to the items prescribed in Article 3 hereof.
The residence permits for Hong Kong, Macao and Taiwan residents shall be designed by the Ministry of Public Security, in consultation with the Hong Kong and Macao Affairs Office of the State Council and the Taiwan Affairs Office of the State Council.
