This Announcement is hereby issued for relevant matters as follows, with a view to promoting development of the port logistics industry and normalizing the customs supervision of inbound and outbound consolidated transit goods via sea transport.
I. For the purpose of this Announcement, the inbound and outbound consolidated transit goods (hereinafter referred to as the "consolidated transit goods") include three types of goods as follows:
1. International transit goods that need to be taken out from the container and then re-consolidated in China;
2. Inbound imported goods that are consolidated together with international transit goods and are taken out from the container in China;
3. Outbound exported goods that are consolidated together with international transit goods.
II. Devanning and re-consolidating operations made within the territory for consolidated transit goods shall be completed at the operation sites under customs supervision for waterway transport at the inbound ports (hereinafter referred to as the "operation sites"), and the following requirements shall be fulfilled:
