The people's governments of all provinces, autonomous regions and municipalities directly under the Central Government, Xinjiang Production and Construction Corps, and all member units of the inter-ministerial joint meeting on actively and steadily lowering the leverage ratio of enterprises,
In order to thoroughly implement Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 19th CPC National Congress, effectively defend against and resolve major risks, implement the arrangements of the Central Economic Working Conference, the National Financial Work Conference and the Government Work Report, deepen the supply-side structural reform, actively and steadily dispose of debts of "zombie enterprises" and capacity-cutting enterprises, speed up the clearance of "zombie enterprises", effectively prevent and resolve the debt risks of enterprises, and promote economic quality and efficiency improvement, the relevant work matters are hereby notified as follows upon consent of the State Council.
