Circular on Several Measures for Enabling Intellectual Property to Serve the Innovative Development of Private Enterprises

The intellectual property bureaus of all provinces, autonomous regions, and municipalities directly under the Central Government, the Intellectual Property Bureau of Xinjiang Production and Construction Corps, and all departments of the National Intellectual Property Administration, all departments of the patent offices, and all entities directly under the National Intellectual Property Administration,
In order to thoroughly implement the important instructions of General Secretary Xi Jinping on development of private economy and the decisions and arrangements of the CPC Central Committee and the State Council, play a basic guarantee role of intellectual property in innovation-driven development, and strongly support private economy to improve quality and increase efficiency and realize innovative development, it is hereby notified relevant issues relating to intellectual property serving innovative development of private enterprises as follows:
I. To legally and strictly protect intellectual property rights of private enterprises. To strengthen protection of intellectual property rights of private enterprises in various ways, carry out in depth special actions together with relevant parties to make centralized investigation and handling of a batch of cases concerning infringement of intellectual property rights of private enterprises and form a high-pressure situation on protection of intellectual property rights. To put forth the effort for increasing the strength and accuracy of fighting against intellectual property infringement and counterfeiting acts by means of source tracing, real-time monitoring and on-line recognition, etc., by using Internet and big data and other means. To carry out in-depth investigation and research of the difficulties and problems facing private enterprises with respect to law enforcement and protection of intellectual property rights. To speed up the establishment of credit joint disciplinary mechanism in the field of intellectual property.
II. To strengthen rapid and cooperative protection of intellectual property rights of private enterprises. Each intellectual property protection center shall further increase the proportion of private enterprises to the list of target enterprises, perfect the one-stop service mechanism of rapid authorization, right affirmation and right safeguarding, and increase the efficiency of creation and protection of intellectual property rights of private enterprises in key industries to a large extent.
