In order to further standardize and simplify the customs supervision procedures for goods transited between customs offices, the General Administration of Customs has decided to fully implement paperless customs transit operations. The relevant matters are hereby announced as follows:
I. Paperless customs transit operation means a way of customs transit operation where the Customs uses information-based technologies to examine, verify and cancel the electronic data of the declaration document of goods transited between customs offices or the list of goods carried by the automobile declared by an enterprise and release the said goods, without collecting paper documents or issuing a paper customs lock or endorsing the related supervisory book, to achieve whole-process paperless management.
An enterprise no longer needs to submit the declaration document of goods transited between customs offices or the list of goods carried by the automobile in paper form or hand over the Register on Goods Carried by the Automobile, the Supervisory Book of the Customs for the Entry and Exit of Chinese International Voyage Vessels, or the Endorsement Book of Drivers for examination.
Where the Customs needs to verify the relevant paper documents, the enterprise shall provide them as required.
