The relevant departments of the Central Committee of the Communist Party of China (CPC), all ministries and commissions under and all institutions directly under the State Council, the General Office of the Standing Committee of the National People's Congress, the General Office of the Chinese People's Political Consultative Conference, the Supreme People's Court, the Supreme People's Procuratorate, central committees of all democratic parties, the relevant people's groups, financial departments (bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the state plan and the Financial Bureau of Xinjiang Production and Construction Corps,

In order to ensure that the government accounting standards and systems will be fully and effectively implemented in administrative and public institutions at various levels and of all types nationwide as of January 1, 2019, and solidify the accounting foundation of government's comprehensive financial reports, departmental reports on final accounts and reports on the state-owned assets of administrative and public institutions, the requirements for issues concerning the transition between the new and old government accounting standards and for strengthening the accounting of assets of administrative and public institutions (the "institutions") are notified as follows:
