Competent departments of commerce, offices (bureaus) of finance, bureaus of statistics, bureaus of foreign exchange of all provinces, autonomous regions, municipalities directly under the Central Government, cities specifically designated in the state plan and Xinjiang Production and Construction Corps, tax bureaus of all provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the state plan, as well as local commissioners' offices under the State Taxation Administration,
To thoroughly implement the guidelines of the 19th National Congress of the Communist Party of China, respond to the new situations and new challenges encountered by foreign investment, create a more equitable, transparent, convenient and attractive investment environment and strengthen the coordinated in-process and ex post supervision of foreign investment, matters concerning the joint reporting of information on the annual investment and business operations of foreign-invested enterprises in 2019 (hereinafter referred to as "annual joint reporting") are hereby announced as follows:
