The Comprehensive Plan for Reducing the Social Insurance Contribution Rates has been approved by the State Council and is hereby issued for your compliance and implementation.
Reducing the social insurance contribution rates is an important measure to relieve the burden on enterprises, optimize the business environment and improve the social insurance system. Relevant departments in each region shall be guided by Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, fully implement the guidelines of the 19th CPC National Congress and the Second and Third Plenary Sessions of the 19th CPC Central Committee, adhere to the general work style of making progress while ensuring stability and new development concepts, take overall consideration of reducing social insurance contribution rates, improving social insurance system and making steady progress in the reform of the social insurance fees collection system, carry out close coordination and cooperation and stress work implementation, so as to ensure that the burden of social insurance contributions on enterprises, especially small and micro enterprises, can be substantially relieved, and all social insurance benefits for employees can remain unaffected and can be paid on time and in full.
