The revised Regulations of the People's Republic of China on the Disclosure of Government Information are hereby promulgated for implementation as of May 15, 2019.

Chapter I General Provisions
Article 1 The Regulations are formulated to ensure that citizens, legal persons and other organizations obtain government information in accordance with the law, improve the transparency of government work, build a law-based government, and give full play to the role of government information in serving the production, life and economic and social activities of the people.
Article 2 For the purpose of the Regulations, the term "government information" refers to the information produced or acquired and recorded or kept in certain forms by administrative organs in the process of performing their administrative duties.
Article 3 People's governments at all levels shall strengthen organization and leadership in the disclosure of government information.
The General Office of the State Council is the department in charge of the disclosure of government information nationwide and is responsible for promoting, guiding, coordinating and supervising the disclosure of government information nationwide.
The general offices of local people's governments at or above the county level are departments in charge of the disclosure of government information within respective administrative regions and are responsible for promoting, guiding, coordinating and supervising the disclosure of government information within respective administrative regions.
The general offices of the departments that implement vertical leadership are in charge of the disclosure of government information within respective systems.
Article 4 People's governments at all levels and departments of people's governments at or above the county level shall establish and improve the government information disclosure working systems of their respective administrative organs, and designate institutions (collectively the "working institutions in charge of the disclosure of government information") to be responsible for daily work relating to the disclosure of government information of their respective administrative organs.
The specific functions of a working institution in charge of the disclosure of government information include:
