The personnel and financial departments of all departments of the Central Committee of the Communist Party of China (CPC), the personnel and financial departments of all ministries and commissions under and all institutions directly under the State Council, and the personnel and financial departments of the General Office of the Standing Committee of the National People's Congress, the General Office of the Chinese People's Political Consultative Conference, the Supreme People's Court, the Supreme People's Procuratorate, the central committees of all democratic parties and all people's groups,
