Annual Guidelines for Boosting High-quality Intellectual Property Development (2019)
The Nineteenth National Congress of the Communist Party of China (CPC) has pointed out that China's economy has changed from a stage of rapid growth to one of high-quality development. Entering the new era, one primary task before us is to stand at the important historical juncture of China striding to become a power of intellectual property from a big country of intellectual property and boost high-quality intellectual property development. To fully implement the decisions and deployments of the CPC Central Committee and the State Council on promoting high-quality development, further carry out effective intellectual property work in 2019 and resolutely shift the focus of development to quality, these Guidelines are hereby formulated.
I. General Requirements
(I) Guiding thought. We shall take Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era as the guide, comprehensively implement the spirit of the Nineteenth National Congress of the CPC and the Second and Third Plenary Sessions of the Nineteenth CPC Central Committee, closely center on overall planning to promote the overall layout of "Five-in-One" and on coordination to push forward the strategic layout of "Four Comprehensives", and thoroughly carry out the important expositions made by General Secretary Xi Jinping on intellectual property work. In accordance with the decisions and deployments of the CPC Central Committee and the State Council, we shall adhere to taking the new development philosophy as the lead, stick to the general tone of making work progress amid overall stability, firmly focus on the main line of high-quality development, persist in quality first and give priority to efficiency, deepen the reform of "streamlining administration, delegating powers and improving services" in the intellectual property field, comprehensively enhance the quality of intellectual property creation, protection effect, use benefits, management level, service ability and international influence, and push forward the innovation and development of the intellectual property cause at a new historical starting point.
(II) Basic principles
Adhere to overall planning and promotion, and consolidate the work pattern of linkage between the National Intellectual Property Administration ("NIPA"), provinces and cities, as well as combination of work at points, along lines and over areas. We shall accurately grasp the connotations of high-quality intellectual property development, adhere to linking high-quality intellectual property development with the Intellectual Property Power Building Strategy Outline, strengthen the linkage between upper and low levels and business integration, specify the overall thinking, implementation path and work mechanisms of boosting high-quality intellectual property development, set quantifiable and assessable objectives and tasks, systematically establish indicator, policy, statistical and assessment systems to boost high-quality intellectual property development, and provide work guidance for boosting high-quality intellectual property development.
Adhere to the problem orientation, and solve bottleneck obstacles that restrict high-quality intellectual property development. We shall focus on various outstanding problems at present, which include the contradiction between the quantity and quality of intellectual property, the heavy tasks of improving review quality and efficiency, the urgent need for strengthening the construction of protection systems, and the need to improve the ability to use and raise the level of public services. In accordance with the new management system and operational mechanisms, we shall promote the innovation of work ideas and modes and ensure the sound implementation of reform.
