Limits on the opportunities for certain seriously dishonest individuals to take civil aviation flights have been explicitly stipulated in the Opinions on Setting Appropriate Limits on the Opportunities for Certain Individuals with Serious Dishonesty to Fly on Civil Aircraft within Given Time Limits and Promoting the Building of the Social Credit System (Fa Gai Cai Jin [2018] No.385, the "Opinions"). Since the implementation of the Opinions, good effect has been accomplished in setting limits on the provision of scheduled public air transportation services for certain seriously dishonest individuals. In order to further implement the relevant requirements of the Civil Procedure Law of the People's Republic of China, the Several Provisions of the Supreme People's Court on Restricting Extravagant Spending of Persons Subject to Enforcement (the "Fa Shi [2015] No.17") and the Opinions, impose severer punishments for serious illegal and dishonest behaviors, and improve the working mechanism for setting limits on the provision of other services for certain seriously dishonest individuals and parties subject to enforcement legally restricted from spending by the people's court to take civil aviation flights, the Civil Aviation Administration of China has formulated the Circular on Further Implementing the Requirement of Setting Appropriate Limits on the Opportunities for Certain Seriously Dishonest Individuals to Take Civil Aviation Flights within Prescribed Time Limits (Draft for Comment), which is hereby issued for public comment.
