Departments (Bureaus) of human resources and social security, development and reform commissions, competent departments of industry and information technology, departments (bureaus) of finance, departments (bureaus) of civil affairs, state-owned asset supervision and administration commissions (bureaus), energy administrations, federations of trade unions, and related central enterprises of all provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps,

In recent years, adhering to the guidance of Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, all areas and relevant departments have fully implemented the decisions and arrangements of the Central Committee of the Communist Party of China and the State Council, steadily promoted the placement of employees during the overcapacity cut, and made an important contribution to smoothly boosting supply-side structural reform, safeguarding employees' legitimate rights and interests, and ensuring social harmony and stability. At the same time, the ever-deepening supply-side structural reform and placement of employees are still an important part. To effectively carry out the placement of employees during the overcapacity cut, the relevant matters are hereby notified as follows:

I. Specify the Key Emphasis in Work. The key targets for placement of employees in 2019 include: the relocated employees involved in the overcapacity cut in relevant areas in 2019, non-relocated employees carried over in the previous period, the still unemployed after the previous relocation and placement of employees. At the same time, we shall cooperate in the relocation of employees involved in the key work of deepening supply-side structural reform.

II. Make Full Efforts for Real-name Information Management. Local governments should continue to implement the basic ledger of relocated employees, and timely input information into the real-name information system of employee placement to dynamically track down the progress of relocation and placement.
