Development and reform commissions and departments (bureaus) of ecology and environment of Beijing, Tianjin, Hebei Province, Shanxi Province, Inner Mongolia Autonomous Region, Shanghai, Jiangsu Province, Zhejiang Province, Anhui Province, Jiangxi Province, Shandong Province, Henan Province, Hubei Province, Hunan Province, Guangdong Province, Chongqing, Sichuan Province, Guizhou Province, Yunnan Province and Shaanxi Province,
In recent years, all localities and relevant departments have earnestly implemented the decisions and deployments of the Central Committee of the Communist Party of China and the State Council, actively promoted the third-party treatment of environmental pollution (hereinafter referred to as the third-party treatment) in accordance with the requirements of the Opinions of the General Office of the State Council on Implementing the Third-party Treatment of Environmental Pollution, and achieved expected results, playing a positive role in tackling pollution prevention and control. In fact, industrial parks are the important position in the battle of pollution prevention and control. Due to various reasons, some parks lack the ability of pollution treatment, have a low level of specialized pollution control and suffer environmental risks and hidden dangers. In order to improve the level of pollution treatment in the parks, cultivate and grow energy-saving and environmental protection industries, and promote the construction of beautiful China, it has been decided, after research having been conducted, to select a number of parks (including economic and technological development zones, the same below) to further promote the third-party treatment of environmental pollution. The relevant matters are hereby notified as follows.
I. General Requirements
We shall thoroughly implement Xi Jinping's thought of ecological civilization, adhere to green development, guide the active participation of the social forces by carrying out third-party treatment of industrial parks, and establish a new mechanism of payment as per performance, third-party treatment, government regulation and social supervision; bring forth new ideas in governance models, standardize treatment and disposal methods, enhance the processing capacity, and realize continuous improvement of the environmental quality of industrial parks; bring forth new ideas in policy guidance, explore a long-term regulatory mechanism for pollution treatment in industrial parks, promote "marketization, specialization and industrialization" of third-party treatment, enhance the park pollution treatment level and pollutant discharge control level as a whole, and form replicable and popularizable practices and successful experience.
