The General Administration of Customs (GAC) has decided to carry out "International Through Flight" business from now on in accordance with the Customs Law of the People's Republic of China and relevant regulations and policies in order to support the construction of an aviation hub port in China, improve the competitiveness of air transport enterprises, and facilitate transfer passengers' entry and exit. The relevant regulatory matters are hereby announced as below:

I. Definition of "International Through Flight"
"International Through Flight" refers to a business mode whereby inbound and outbound transfer passengers may go through one-time check-in formalities for the stations of departure and transfer (the first frontier port of entry or the last frontier port of exit) at the station of departure, accept the health quarantine and inspection and supervision of their check-in luggage and hand baggage conducted by the Customs at the station of transfer, and pick up their check-in luggage at the destination station.

II. Business Handling
1. Air transport enterprises and airport operators shall jointly submit the proposed flight schedule and the guarantee scheme to the GAC before carrying out "international through flight" business. Foreign air transport enterprises shall submit corresponding materials together with the domestic air transport enterprises and the airport operators.
2. The GAC shall, on the basis of the result of field investigation conducted by the directly-subordinated Customs, give key consideration to the compliance of air transport enterprises and airport operators with the requirements of the Announcement in connection with customs supervision set forth in the chapters of Luggage Supervision, Airport Management and Management of Air Transport Enterprises, and the arrangement of human resources of the territorial Customs, and shall promptly respond to the approval of the operation of "international through flight" business and its scope of operation.
3. In the case of increase, reduction of or change in air routes, flights, schedules and other contents of an "international through flight" and resumption of a scheduled flight which has been suspended for more than one year (included), air transport enterprises shall obtain the prior consent from the directly-subordinated Customs.
4. Where air transport enterprises and airport operators fail to perform their relevant responsibilities and obligations according to the Announcement or cannot abide by the Customs' supervision requirements, the directly-subordinated Customs may suspend their "international through flight" business and order them to effect rectification within a specified time limit.
