In order to ensure the normal implementation of identity authentication of exit and entry certificates and standardize authentication management services, the National Immigration Administration (the "NIA") has formulated the Administrative Measures for Identity Authentication of Exit and Entry Certificates (for Trial Implementation), which are hereby issued for implementation as of the date of issuance.

The Announcement is hereby given.

Administrative Measures for Identity Authentication of Exit and Entry Certificates (for Trial Implementation)

Article 1 The Measures are hereby formulated in accordance with the Exit-Entry Administration Law of the People's Republic of China, the Passport Law of the People's Republic of China, the Cyber Security Law of the People's Republic of China, the Several Provisions of the State Council on Online Government Affairs Services and other laws and regulations in order to ensure the normal implementation of identity authentication of exit and entry certificates and standardize authentication management services.

Article 2 The NIA shall be responsible for building an identity authentication platform for exit and entry certificates, and authorizing, instructing and supervising the identity authentication of exit and entry certificates carried out by the Exit and Entry Administration Information Technology Research Institute.

Article 3 For the purpose of the Measures, the identity authentication of exit and entry certificates refers to the verification provided for an operator (the "user") who shall check personal identification information in accordance with laws and regulations on the consistency of the information on exit and entry certificates held by the parties concerned.
