Ecology and environment departments (bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government, Xinjiang Production and Construction Corps, and sub-provincial cities,

The following opinions are hereby put forward on further deepening ecology and environment related regulatory services and spurring the high-quality economic development with a view to thoroughly implementing Xi Jinping Thought on Ecological Civilization, implementing the spirit of the Central Economic Work Conference and relevant requirements of the national teleconference for deepening the reform of "streamlining administration and delegating powers, improving regulation and upgrading services" to optimize the business environment, giving greater priority to the service work for stable employment, stable financial sector, stable foreign trade, stable foreign investment, stable domestic investment and stable expectation and with achieving the vitality through delegating powers, the fairness through improving regulation and the convenience through upgrading services as the orientation, deepening the reform of "streamlining administration and delegating powers, improving regulation and upgrading services", further optimizing the business environment, taking the initiative to serve the green development of enterprises, and jointly propelling high-quality economic development and high-level ecological and environmental protection.

I. Intensify the Power-delegating Efforts and Stimulate Market Players' Vitality
1. Improve the market access mechanism
We shall, further sort out the market access list for the ecology and environment sector with no separate threshold or implicit restriction allowed to be set beyond such list; fully implement the negative list for market access, accelerate the promotion of the preparation and implementation of "three lines and one list" (the red line for ecological protection, the bottom line for environment quality, and the upper line for utilization of resources, as well as the ecology and environment access list) and guide the optimization of industrial layout and the relocation of heavily polluting enterprises; modify and repeal market access policies and measures that are not conducive to fair competition in the ecology and environment sector, and; further standardize the reserve and construction of public-private partnership ("PPP") projects in the ecology and environment sector, with projects incorporated into the central environmental protection investment project reserve as the emphasis, strengthen the support for the pollution prevention and control task as a critical battle, break down regional barriers, clear up unreasonable restrictions set in tendering and bidding, etc., and ensure fair treatment of and unified requirements for all types of business entities to prevent bid wining at unreasonable low prices.
2. Streamline and standardize licensing approval items
We shall, integrate lists of administrative licensing items for the ecology and environment sector set at the central level, define administrative licensing scope, conditions and links, and rectify various approvals made in a disguised way; accelerate the promotion of the standardization of ecology and environment related administrative licensing, further streamline examination and approval links, improve the examination and approval efficiency, and timely disclose the basis for, acceptance and approval of administrative licensing items, etc.; continue to promote the action on cutting certification to create convenience and further reduce administrative application materials; propel the integration of the annual review and annual inspection of road transport vehicles as well as motor vehicle emission inspection into one, and; standardize such items as the implementation of administrative licensing for review and verification of new construction, reconstruction or expansion of sewage outlets in rivers and lakes, the environmental management registration of new chemical substances, the management of hazardous waste business licenses, licensing for dumping of wastes into sea, licensing for approval of temporary marine dumping areas.
3. Deepen the reform of the environmental impact assessment approval
We shall, optimize the classification of environmental impact assessment ("EIA") and continue to propel the EIA registration form record-filing system; strengthen the linkage between planning EIA and project EIA, and simplify project EIA contents in accordance with the law for construction projects that comply with the planning EIA conclusions and review opinions; implement the parallel approval requirements, regulate technical assessment and review of environmental impact statements (forms) and optimize EIA approval flows; establish lists of major national projects, major local projects and major foreign investment utilization projects, strengthen the linkage with departments and localities, take the initiative to provide services, and intervene in major infrastructure, people's livelihood projects and major industrial layout projects in advance, speed up EIA approval and further reduce project EIA approval time, thus effectively carrying out the work for stable investment and stable foreign investment; promote the incorporation of main contents in relation to pollutant discharge in EIA into pollutant discharge permits; and actively propel the revision to relevant laws, complete the cancellation of administrative licensing items such as construction project completion environmental protection acceptance inspection and approval and marine engineering construction project completion environmental protection facility acceptance inspection.
