Human resources and social security departments (bureaus) and finance departments (bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps,

In recent years, all local governments have earnestly implemented the employment priority policy, used the employment subsidy funds in a standardized and highly-efficient manner, strived to provide assistance and support for the vast number of workers to achieve employment and entrepreneurship, and become an important support for maintaining a stable employment situation, and safeguarding and improving people's livelihood. At the same time, in some regions, there are still problems such as excessive supporting documents and cumbersome examination and approval procedures in the process of implementing some policies, which affects the sense of gain of the vast number of workers and employers for entitlement to policies. In order to further shorten the list of supporting documents and optimize the processing procedures for employment subsidy policies to facilitate the entitlement to policies by applicants, and fully reflect the consciousness of policy making and implementation for the purpose of taking responsibility for the well-being of the people, the relevant matters are hereby notified as follows:

I. Shortening the List of Supporting Documents
The supporting documents that shall be submitted for the application for various expenditure items of employment subsidy funds as specified in the Circular of the Ministry of Finance and the Ministry of Human Resources and Social Security on Issuing the Administrative Measures for Employment Subsidy Funds (Cai She [2017] No.164) shall be subject to the following requirements after a unified adjustment:
1. A party applying for vocational training subsidies shall comply with the following requirements correspondingly according to the specific purpose of the subsidies:
(1) Children from poverty-stricken families, university graduates in the year of their graduation (including graduates of the senior workers programs and technician readiness programs of technician colleges and the vocational education programs of special education institutes, the same hereinafter), urban and rural graduates of junior and senior high schools who cease pursuing education, migrant laborers from rural areas, and registered jobless persons in urban areas (the "unemployed persons") and eligible persons specified in the Circular of the General Office of the State Council on Issuing the Action Plan for the Enhancement of Vocational Skills (2019-2021) (Guo Ban Fa [2019] No.24, the "Guo Ban Fa No.24 Document"), when applying for employment skills training and entrepreneurship training subsidies, shall provide the following materials to the local human resources and social security department: the original or copy of basic identity certificates (including identity card, Employment and Entrepreneurship Certificate, Employment and Unemployment Registration Certificate, and Social Security Card, from which applicants may choose one according to the actual situation, the same hereinafter), and tax invoices (or administrative and institutional fee bills, the same hereinafter) issued by the training institutions.
(2) Vocational training institutions shall provide copies of graduation certificates of junior and senior high schools and the agency application agreements when applying for vocational training subsidies on behalf of urban and rural graduates of junior and senior high schools who cease pursuing education, children from poverty-stricken families, registered jobless persons in urban areas, and eligible persons specified in the Guo Ban Fa No.24 Document.
