Outline for Building China into a Transport Powerhouse

Building China into a transport powerhouse is an important strategic decision which the Central Committee of the Communist party of China ("CPC") with Comrade Xi Jinping at its core has made based on the national conditions of the country and with a focus on the overall situation and an orientation towards the future. It is a pilot field in the construction of a modern economic system, an important support for building China into a strong and modern socialist country in an all-round way, and the general starting point for effectively carrying out transport work in the new era. To carry out overall planning and promote the building of China into a transport powerhouse, this Outline is hereby formulated.
I. General Requirements
(I) Guiding thought. We shall take Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era as the guide, thoroughly implement the spirit of the Nineteenth National Congress of the CPC, closely center around carrying out overall planning and promoting the "Five-in-One" overall layout and coordinating and pushing forward the "Four Comprehensives" strategic layout, adhere to the general tone of work to seek progress amidst overall stability, the new idea of development, and the promotion of high-quality development, take supply-side structural reform as the main line and promote people-centered development thinking, firmly grasp the position of transport as a "pioneering sector", pursue the appropriately advanced development of transport, further emancipate the mind, forge ahead, push forward the change of transport development from pursuing speed and scale to paying more attention to quality and benefit and the change from the relatively independent development of various modes of transport to paying more attention to their integrated development, shift from relying on the driving of traditional factors to focusing more on the driving of innovation, build a safe, convenient, efficient, green and economic modern comprehensive transport system, build China into a transport powerhouse of first-class facilities, first-class technology, first-class management and first-class services which is satisfactory for the people, has powerful safeguards and is at the forefront of the world, and provide strong support for building China into a modern socialist power in an all-round way and realizing the China dream of great rejuvenation of the Chinese nation.
(II) Development goals
By 2020, fulfill the transport construction tasks of decidedly building a well-off society in an all-round way and the various tasks of the 13th Five-Year Modern Comprehensive Transport System Development Plan, and lay a solid foundation for building China into a transport powerhouse.
From 2021 to the middle of this century, push forward the building of China into a transport powerhouse in two stages.
By 2035, basically build China into a transport powerhouse. A modern comprehensive transport system shall be basically formed, people's satisfaction shall be significantly improved, and the ability to support the country's modernization construction shall be substantially enhanced; a developed express network, a sound trunk line network and a wide basic network shall be established, and the coordinated development of urban and rural regional transport shall reach a new height; a "national 123 mobility transport circle" (1-hour commuting in metropolitan areas, 2-hour access to city clusters and 3-hour coverage of major cities throughout the country) and a "global 123 express logistics circle" (1-day domestic delivery, 2-day delivery to neighboring countries and 3-day delivery to major cities in the world) shall be basically formed, with convenient and smooth through transport for passengers and efficient and economic multi-modal cargo transport; the level of development of intelligent, safe, green, shared transport shall be noticeably improved, urban traffic congestion shall be basically alleviated, and the barrier-free travel service system shall be basically improved; a system of transport science and technology innovation shall be basically established, key transport equipment shall be advanced and safe, the talent force shall be outstanding and the market environment shall be favorable; and a modern transport governance system and governance capacity shall be basically achieved; and the international competitiveness and influence of transport shall be markedly improved.
By the middle of this century, fully build China into a transport powerhouse which is satisfactory for the people, has powerful safeguards and is at the forefront of the world. Transport in the country shall lead the world in terms of infrastructure scale and quality, technology and equipment, science and technology innovation capability, intelligence and greening, and shall reach the internationally advanced level in terms of traffic safety, governance capability, civilization level, international competitiveness and influence. Transport fully serves and safeguards the building of China into a strong modern socialist country, and people enjoy good transport services.
II. Three-Dimensional and Interconnected Infrastructures with Sound Layout
(I) Build a modern, high-quality, comprehensive three-dimensional transport network. Taking the national development plan as the basis, we shall give play to the guidance and constraint role of territorial spatial planning, coordinate the planning and construction of infrastructures such as railways, highways, waterways, civil aviation, pipelines and postal services, take multi-centers and networking as the main form, perfect a multi-level network layout, optimize the allocation of stock resources, expand high-quality incremental supply, achieve three-dimensional interconnection, and enhance system flexibility. We shall strengthen the amending of shortboards in the western region, promote the quality improvement and reconstruction of the northeast region, promote the construction of major passageways and major hubs in the central region, accelerate the optimization and upgrading of the eastern region, and form a new pattern of coordinated development of regional transport.
(II) Build convenient and smooth city (cluster) transport networks. We shall build integrated transport networks for city clusters, promote the integrated development of trunk line railways, inter-city railways, urban (suburban) railways and urban rail transit, improve expressway networks for city clusters and strengthen the link between highways and urban roads. We shall respect the law of urban development, promote the integrity, systematicness and growth of cities, plan overall and make arrangements for urban functions and land use layouts, and scientifically formulate and implement urban comprehensive transport system plans.
