Guiding Opinions of the Ministry of Human Resources and Social Security and the Ministry of Finance on Provincial-level Overall Planning for the Work-related Injury Insurance Fund

Departments (bureaus) of human resources and social security and departments (bureaus) of finance of all provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps,
Implementing provincial-level overall planning of fund is an important measure to establish a work-related injury insurance system and an inevitable requirement for promoting the fair and sustainable development of the work-related injury insurance system. It is of great significance for improving the efficiency of fund use and enhancing the ability of safeguard. In accordance with the requirements of the Social Security Law, the Regulations on Work-related Injury Insurance and other relevant laws and regulations, the following opinions are hereby put forward on the work of provincial-level overall planning for the work-related injury insurance fund (hereinafter referred to as "provincial-level overall planning").
I. Guiding Thought and Basic Principles
1. Guiding thought. We shall comprehensively implement the spirit of the 18th National Congress of the Communist Party of China (CPC) and the third, fourth, fifth, and sixth plenary sessions of the 18th CPC Central Committee, thoroughly carry out the spirit of General Secretary Xi Jinping's serial important speeches, new ideas, new thoughts and new strategies of country governance, closely focus on making overall planning to promote the "Five-in-One" overall layout and coordinating to push forward the "Four Comprehensives" strategic layout, adhere to the people-centered development thinking, implement the Social Security Law and the Regulations on Work-related Injury Insurance, take better safeguarding the legitimate rights and interests of workers with work-related injuries as the starting point and promoting a more fair and more sustainable work-related injury insurance system as the foothold, gradually establish a regulated and efficient provincial-level overall planning management system of the work-related injury insurance fund.
