In order to further optimize the business environment and facilitate the enjoyment of the preferential tariff treatment under preferential trade agreements for the sales in the domestic market of goods from the areas under special customs supervision and the bonded supervision sites (collectively the "areas (sites)"), the General Administration of Customs has decided to adjust the declaration requirements for goods entering and leaving the areas (sites) under preferential trade agreements. The relevant matters are hereby announced as follows:

I. As for the imported goods, for which an application is filed for enjoying the conventional or preferential rate when they are transported out of the areas (sites) for domestic sale, except for the circumstance stated in Article III hereof, the consignee of the imported goods or its agent (the "importer") does not have to fill out the customs declaration form for imported goods or the record-filing list for inbound goods pursuant to the requirements set out in the Specifications on Completion of Import/Export Declaration Form of Customs of People's Republic of China on the fill-out of the customs declaration form for imported goods under preferential trade agreements (the "fill-out requirements under PTA") when such goods are transported from overseas into the areas (sites).
