Guiding Opinions of the Ministry of Human Resources and Social Security and the China Foreign Languages Publishing Administration on Deepening the Reform of the Professional Title System for Translation Professionals

Departments (bureaus) of human resources and social security and foreign affairs offices of all provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps, departments of personnel of all ministries, commissions and directly affiliated institutions of the State Council, and departments of personnel of all central enterprises,
Translation professionals are an important part of the professional technical talent force and an important force to promote China's opening up and international exchanges and cooperation and to enhance the soft cultural power of the country. In order to implement the Opinions on Deepening the Reform of the Professional Title System issued by the General Office of the CPC Central Committee and the General Office of the State Council, the following guiding opinions are hereby put forward on deepening the reform of the professional title system for translation professionals.
I. General Requirements
(I) Guiding Thought
We will follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, comprehensively implement the guiding principles of the 19th National Congress of the Communist Party of China (CPC) and the second and third plenary sessions of the 19th CPC Central Committee, conscientiously carry out the decisions and deployments of the CPC Central Committee and the State Council and the general requirements of deepening the professional title system reform, follow the patterns of growth of translation professionals, improve and perfect the professional title system that accords with the professional characteristics of translation professionals, evaluate translation professionals in a scientific, objective and fair manner, serve the training and cultivation of high-level translation talents, and provide talent support for the construction of China's international discourse system, promote the Belt and Road Initiative and realize high-level opening up.
(II) Basic Principles
1. Adhering to service and development. We will center around the new requirements of building China's international discourse system for translation work in the new era, focus on improving the professional ability and quality of translation professionals, carry out the training and evaluation of translation talents in a solid manner and further promote international exchanges and cooperation.
2. Adhering to scientificity and fairness. We will innovate the evaluation mechanism, enrich evaluation methods, attach importance to the fairness and objectivity of professional title evaluation, emphasize the evaluation of the moral character, ability and performance of translation professionals, break the tendency of using educational background, qualifications, paper publications or awards as the sole evaluation criterion, and fully stimulate the innovativeness and creativity of translation professionals.
3. Adhering to being utilization-centered. We will promote the connection between degree education in the translation major, the vocational qualification system and the professional title system, as well as between the professional title system and the employment system, combine talent training and evaluation with talent utilization, and better push forward the career development of translation professionals.
4. Keeping pace with the times. We will guide translation professionals to pay close attention to the development and changes of the translation industry, promptly learn and apply new translation technologies, promote the deep integration of AI technology and the translation industry, continuously improve translation quality and efficiency, push forward international mutual recognition of the evaluation results of professional titles in translation, and speed up the development of the translation industry and the international communication of Chinese culture.
II. Main Contents
We will establish a scientific and standardized professional title system for translation professionals through various measures, including improving the institutional system, perfecting evaluation criteria, innovating the evaluation mechanism, and promoting the connection between the professional title system and the employment system.

1. Unifying professional titles. Professional titles for translation professionals are divided into three levels: junior, intermediate, and senior titles.
