The Implementation Plan for Deepening the Tollway System Reform to Remove Expressway Tollbooths at Provincial Borders has been approved by the State Council and is hereby issued to you for conscientious implementation in light of your specific situations.
Implementation Plan for Deepening the Tollway System Reform to Remove Expressway Tollbooths at Provincial Borders
This Plan is formulated to implement the major policies and plans of the Central Committee of the Communist Party of China and the State Council, further deepen the tollway system reform, accelerate the removal of expressway tollbooths at provincial borders across the country, and realize fast and non-stop toll collection.
I. General Requirements
We will deepen the tollway system reform, improve overall transport network efficiency, reduce logistics cost, remove most expressway tollbooths at provincial borders across the country within two years and achieve fast and non-stop toll collection. In line with the principles of "combination of short-term needs with long-term goals, overall planning, scientific design, orderly promotion, safety and stability, improvement of efficiency and reduction of cost", we will specify the technical route, accelerate the implementation of the project, strive to remove most expressway tollbooths at provincial borders across the country by the end of 2019, and improve the sense of gain, happiness and security of the people.
II. Work Tasks
1. Speeding up the construction and improvement of the expressway toll system. In accordance with the technical route of realizing fast and non-stop electronic toll collection (ETC), supplemented by vehicle plate image recognition and integrated application of multiple means of payment, we will issue an overall technical plan, a project construction plan, operation and service rules, and cybersecurity protection regulations. (The Ministry of Transport will be responsible for the work, which is to be completed by the end of May 2019.) We will push forward the upgrading of operation management systems at both central and local levels, as well as the standardized construction and renovation of hardware and software of tollbooths, toll lanes and ETC gantry systems, and strengthen cybersecurity protection for the systems. (The Ministry of Transport, the Ministry of Finance and provincial people's governments will be responsible for the work, which is to be completed by the end of October 2019.) We will carry out joint system testing and adjustment and create the basic conditions for making system switchover.
