Administrations (departments or commissions) for market regulation of all provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps,
On November 6, 2019, the State Council issued the Circular on Launching the Pilot Program on the Full-coverage Reform of "Decoupling Business Licenses from Operating Permits" in Pilot Free Trade Zones (Guo Fa [2019] No.25, the "Circular"), in order to ensure the full coverage of the pilot reform of "decoupling operating permits from business licenses" in pilot free trade zones (FTZs) nationwide, promote cutting back on the permits and certificates now required once a business license is issued and simplify examination and approval from December 1.
