Finance departments (bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government, and cities specifically designated in the state plan, and the Finance Bureau of Xinjiang Production and Construction Corps,
Recently, the novel coronavirus pneumonia (COVID-19) epidemic has broken out in Wuhan City of Hubei Province and other places, bringing severe challenge of the epidemic prevention and control. Departments of finance at all levels have conscientiously implemented General Secretary Xi Jinping's important instructions, promptly responded to and decisively coped with the epidemic in accordance with the unified arrangements of the Central Committee of the Communist Party of China ("CPC") and the State Council, and, as a whole, take orderly and strong measures to guarantee funds needed for epidemic prevention and control. However, it should also be noted that, as the work of epidemic prevention and control work is carried out on a tight schedule with heavy tasks and occurs during the Spring Festival, the overall situation remains complicated and grave. Departments of finance at all levels shall truly align their thoughts and actions with General Secretary Xi Jinping's important instructions and the decisions and plans of the CPC Central Committee and the State Council, based on their departmental responsibilities, strengthen overall planning, take more effective measures, fully support the work of epidemic prevention and control, and resolutely win the battle against the epidemic. Matters relating to further guaranteeing funds needed for epidemic prevention and control are hereby notified as follows:
I. Specifying the Objectives of Fund Guarantee
Departments of finance at all levels shall resolutely implement the decisions and plans of the CPC Central Committee and the State Council in accordance with General Secretary Xi Jinping's important instructions, further enhance their awareness of political responsibility, mission and urgency for supporting effective epidemic prevention and control work in accordance with the requirements of the Circular of the Ministry of Finance on Conscientiously Studying and Implementing the Important Instructions of General Secretary Xi Jinping and Actively and Effectively Giving Play to the Functions and Role of Finance in Winning the Battle Against the Epidemic (Cai Ban [2020] No.5), strengthen organization and leadership, strive to make work plans more detailed, policy considerations more thorough and fund arrangements more reasonable, and fully and effectively guarantee funds needed for epidemic prevention and control.
