Human resources and social security departments (bureaus) and finance departments (bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps, as well as human resources departments and finance departments of all ministries and commissions of the Central Committee of the Communist Party of China and state authorities and all institutions directly affiliated thereto,
