Competent departments of commerce of all provinces, autonomous regions, municipalities directly under the Central Government, cities specifically designated in the State plan and Xinjiang Production and Construction Corps, and relevant central enterprises,
Since the novel coronavirus pneumonia epidemic broke out, competent departments of commerce in all localities and all central enterprises have attached great importance to the epidemic prevention and control work, quickly unified their thoughts and actions to the important instructions and directives of General Secretary Xi Jinping and the decisions and plans of the Central Committee of the Communist Party of China ("CPC") and the State Council, made winning the battle against the epidemic a major political task, resolutely implemented relevant work requirements and fully guided enterprises contracting foreign projects in properly responding to the epidemic, achieving fairly good results. Currently, the epidemic prevention and control work is still in a critical stage. To thoroughly implement the guiding principles laid down by General Secretary Xi Jinping in his important speech during his inspection of epidemic prevention and control work in Beijing on February 10 and further carry out the decisions and plans of the CPC Central Committee and the State Council and the work requirements of the Joint Prevention and Control Mechanism of the State Council, competent departments of commerce in all localities and all central enterprises are advised to, on the basis of their early efforts, continue to guide enterprises contracting foreign projects in their respective jurisdictions or systems in effectively carrying out the following work:
