Health commissions of provinces, autonomous regions, municipalities directly under the Central Government, and Xinjiang Production and Construction Corps,
Recently, the General Office of the State Council forwarded the Several Measures of the National Health Commission, the Ministry of Human Resources and Social Security and the Ministry of Finance for Improving Working Conditions for Frontline Medical Personnel and Effectively Caring about Physical and Mental Health of Medical Personnel (Guo Ban Fa [2020] No. 4), proposing improvement measures in seven aspects to effectively protect the rights and interests of medical personnel. All local health commissions shall conscientiously implement all the measures in accordance with the major policies and plans of the Central Committee of the Communist Party of China (CPC) and the State Council, coordinate with relevant departments to spare no effort to complete all tasks, effectively improve working conditions for frontline medical personnel, and care about physical and mental health of medical personnel. The work is hereby emphasized again as follows:
I. Implementing Security in Work and Life for Medical Personnel
All localities shall effectively provide good working and living conditions for medical personnel, coordinate with relevant departments to strengthen the construction of protective facilities and equipment configuration against occupational exposure, coordinate with local governments to legally requisition hotels around hospitals as rest places for medical personnel, formulate scheduling plans for medical personnel, reasonably arrange work and rest time of medical personnel, guarantee good rest of medical personnel, and provide necessary logistics support. All localities are required to predict the demand for medical protective materials, coordinate with departments of industry and information technology, development and reform commissions and other departments to ensure the supply of medical protective materials, give priority to clinical frontline in deploying protective supplies, implement thorough safety protection measures for medical personnel, effectively organize the physical examination of frontline medical personnel, and implement the health monitoring system.
