Industry and information technology departments and radio management agencies of all provinces, autonomous regions, municipalities directly under the Central Government, cities specifically designated in the state plan and Xinjiang Production and Construction Corps, communications administrations of all provinces, autonomous regions and municipalities directly under the Central Government, China Telecom Group Co., Ltd., China Mobile Communications Group Co., Ltd., China United Network Communications Group Co., Ltd., China Tower Corporation, and China Broadcasting Network Corporation Ltd.,
In order to thoroughly implement the essence of General Secretary Xi Jinping's important speech on advancing the rapid development of 5G networks, make every effort to promote 5G network construction, application and popularization, technology development, and security, give full play to the scale effect and driving role of new 5G infrastructures, and support economic development of high quality, the relevant matters are hereby notified as follows:
I. Speeding up the Construction and Deployment of 5G Networks
1. Speeding up the construction of 5G networks. Basic telecommunications enterprises shall further optimize the work flow, including equipment procurement, survey and design, and engineering construction, seize the construction period, and minimize the impact of the COVID-19 outbreak. They shall be supported to target 5G standalone (SA), control the construction scale of 5G non-standalone (NSA), accelerate the construction of networks in major cities, and gradually extend coverage to key counties and towns where the conditions permit.
2. Increasing support for base station site resources. Local governments are encouraged to incorporate supporting facilities such as station sites required for 5G network construction into the territorial space planning at all levels, and strictly implement it in the regulatory detailed planning; demands of 5G station sites shall be taken into overall consideration in building, reconstructing and expanding public transportation, public places, parks, buildings and other projects; such public facilities and social station site resources as electricity, transportation, public security, municipal administration, education, and medical care shall be more quickly opened and shared. For regions with strong support, basic telecommunications enterprises shall increase investment, giving priority to 5G construction.
3. Strengthening power and frequency guarantees. Basic telecommunications enterprises shall be supported to strengthen the connection with power enterprises so as to accelerate the transition from transferred power supply to direct power supply for such supporting facilities as base stations and computer rooms where the conditions permit, actively carry out green network transformation and accelerate the application and promotion of advanced energy-saving technologies.
