Departments (bureaus) of ecology and environment of all provinces, autonomous regions, municipalities directly under the Central Government and Bureau of Ecology and Environment of Xinjiang Production and Construction Corps,
These Opinions are formulated in accordance with the Environmental Protection Law of the People's Republic of China and other laws and regulations in order to strengthen social supervision, encourage public participation, punish unlawful ecological and environmental acts in accordance with the law, protect the environmental rights and interests of the people, and effectively improve environmental quality.
I. Overall Requirements
We shall adhere to correct orientation, focus on helping to win the battle against pollution, solve the outstanding ecological and environmental problems affecting the people, establish and organize effective implementation of a whistleblower reward mechanism concerning ecological and environmental unlawful acts (hereinafter referred to as the "whistleblower reward mechanism"), and give full play to the driving and demonstration role of the whistleblower reward mechanism; encourage all localities, based on existing work, to adapt to local conditions, and focus on combining material and spiritual rewards. We shall adopt strict financial discipline, and protect the legitimate rights and interests of whistleblowers in accordance with the law.
