Competent departments of natural resources of all provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the state plan, competent department of natural resources of Xinjiang Production and Construction Corps, tax services of all provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the state plan, State Taxation Administration, commissioner's offices of the State Taxation Administration in all regions, local bureaus of the China Banking and Insurance Regulatory Commission, all policy banks, large banks, and joint-stock banks, and all insurance companies, and financial asset management companies,
To deepen reforms that "streamline administration and delegate power, improve regulation, and upgrade services", further optimize the business environment, and fully implement the Regulations on Optimizing the Business Environment and the Circular of the General Office of the State Council on Shortening the Timeframe for Handling Real Estate Registration (Guo Ban Fa [2019] No.8), the following opinions concerning synergistically advancing the "Internet plus real estate registration" initiative and other relevant matters are hereby proposed:
I. Speeding up the establishment of integrated online "one-window acceptance" platforms. Real estate registration agencies shall shoulder their primary responsibilities, strive for the support of local governments, speed up the implementation of the Regulations on Optimizing the Business Environment, and push forward the development of "Internet plus real estate registration" to a higher level on the basis of the full implementation of the "one-window acceptance and parallel handling" for real estate registration, transaction and tax payment, so as to establish integrated online "one-window acceptance" platforms as soon as possible. Provinces where conditions permit can take the lead in establishing and implementing a unified online "one-window acceptance" platform across the province, and those where conditions do not permit can use the online "one-window acceptance" platform allocated uniformly by the Ministry of Natural Resources. The online "one-window acceptance" platform will allow seamless connection with tax collection and management systems, among others, so that all inter-agency matters can be processed on a single website by applying one-time acceptance, automatic distribution, parallel handling and legal connection, without the need for visiting several websites at a time. The "one window" online and offline shall be integrated, and share the same service standard and the same service platform. The persons and windows shall be arranged online and offline in a scientific way to offer comprehensive services. By the end of this year, real estate registration agencies shall work hard to achieve full coverage of "one-window acceptance and parallel handling" in all cities and counties across the country, and accelerate the implementation of integrated online and offline "one-window acceptance" platforms.
