People's governments of all provinces, autonomous regions and municipalities directly under the Central Government, as well as all ministries and commissions of and all institutions directly under the State Council,

In recent years, China's new types of consumption characterized by new business forms and models such as online shopping, mobile payment, and online and offline integration have developed rapidly. Especially since the outbreak of the COVID-19 epidemic this year, traditional contact-based offline consumption has been affected, and new types of consumption have played an important role in effectively guaranteeing the daily needs of residents, promoting the recovery of domestic consumption, and in boosting the stabilization and rebound of the economy. However, it should also be noted that there are still outstanding shortcomings and problems in the development of new types of consumption, such as insufficient infrastructure, weak service capabilities, and lagging regulatory standards. Under the conditions of normalized epidemic prevention and control, in order to focus on making up for the shortcomings of new types of consumption, and to accelerate the development of new types of consumption with the guidance of new business forms and models, the following opinions are hereby proposed upon approval of the State Council.

I. Overall Requirements
1. Guiding ideology.
Under the strong leadership of the Central Committee of the Communist Party of China (the "CPC") with Comrade Xi Jinping at its core, follow the guidance of Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the guiding principles of the 19th National Congress of the CPC and the second, third and fourth plenary sessions of the 19th CPC Central Committee, adhere to the general principle of seeking progress while keeping performance stable, uphold new development philosophy, stay centered on the main task of supply-side structural reform, regard reform and opening up as the driving force to promote high-quality development, perform well in the "Stabilization in Six Areas" and fully implement the tasks for "Six Guarantees", firmly implement the strategy of expanding domestic demand, follow the guidance of new business forms and models, accelerate scale expansion and quality improvement of new types of consumption, adhere to problem-oriented and goal-oriented principles, make up for shortcomings in infrastructure and service capabilities, standardize and innovate regulatory methods, continue to stimulate consumption vitality, promote deep integration of online and offline consumption, strive to accelerate the development of new types of consumption, and push forward the formation of a new development pattern with domestic full cycle as the main body and mutual promotion by domestic and international cycles.
2. Basic principles.
Adhere to innovation-driven and integrated development. Deeply implement the innovation-driven development strategy, promote various innovations in technology, management, and business models, accelerate the cultivation of new business forms and models, promote the close integration of the Internet and various consumption forms, accelerate the two-way deep integration of online and offline consumption, and boost the vigorous development of new types of consumption.
Adhere to taking problem solving as the starting point and making up for shortcomings. In response to problems such as insufficient infrastructure and weak service capabilities of new types of consumption, the central and local governments are fully mobilized to further strengthen the building of software and hardware, reinforce the production and application of new equipment, optimize the layout of network nodes for new types of consumption, and accelerate making up for shortcomings in development.
Adhere to deepening reforms and optimizing the environment. Accelerate the development of new types of consumption by deepening the reform of streamlining administration, delegating powers, and improving regulation and services, and by optimizing the business environment, break the institutional and mechanism barriers that restrict development, innovate economic governance models in compliance with the development law of new types of consumption, systematically optimize the institutional system and development environment, and stimulate market vitality to the greatest extent.
Adhere to the dominant role of the market and the promotional role of the government. Enable the market to play a decisive role in the allocation of resources, follow the guidance of market demands, conform to the consumption upgrade trend of residents, cultivate and expand various market players for new types of consumption, and enhance the competitiveness of new types of consumption. Give better play to the role of the government and provide all-round institutional and policy supports for the development of new types of consumption.
3. Main objectives.
After three to five years of hard work, the institutional, mechanism and policy systems for the development of new types of consumption will be improved, and, through further optimizing the environment for the development of new types of consumption led by new business forms and models, further improving the quality of products supplied in new types of consumption, and further enhancing the support of new types of consumption for expanding domestic demand and stable employment, by 2025, a batch of demonstration cities and leading enterprises for new types of consumption will be cultivated; the proportion of online retail sales of physical goods in the total retail sales of consumer goods will be significantly increased; new consumption forms and models such as "Internet Plus Services" will be popularized and developed.

II. Intensifying Efforts to Promote the Organic Integration of Online and Offline Consumption
4. Further cultivating and expanding various new business forms and models of consumption. Establish and improve "Internet Plus Services" and e-commerce public service platforms, and accelerate the online connection as well as further online and offline integration of social services. Orderly develop online education, popularize online learning models such as large-scale online open courses, and promote the co-construction and sharing of various digital education resources. Actively develop online health and medical services, and vigorously promote services such as reservation of a time slot for a consultation, online diagnosis and treatment, electronic prescription circulation, and online drug sales. Deepen the development of online entertainment, encourage the online development of traditional offline cultural and entertainment business forms, and support Internet enterprises to build platforms for digital boutique content creation and emerging digital resource dissemination. Encourage the development of smart tourism and improve the intelligence and convenience of tourism consumption. Vigorously develop smart sports and cultivate new forms of sports consumption such as online fitness. Further support the development of new business forms such as takeaway delivery, online car-hailing, instant delivery, and accommodation sharing using the Internet. Accelerate the construction of a smart radio and television ecosystem, cultivate and create new business forms for high-tech videos under 5G conditions with higher technology formats, up-to-date application scenarios, and more beautiful audiovisual experiences, and form a diversified business model. Innovate contactless consumption models and explore the development of new retail forms such as smart supermarkets, smart stores, and smart restaurants. Promote paperless and online application of electronic contracts and electronic documents. 5. Pushing forward the two-way acceleration of online and offline integrated consumption. Support Internet platform enterprises to expand business offline, accelerate the digital transformation, as well as general transformation and upgrading of traditional offline business forms, develop personalized customization and flexible production, promote efficient integration of online and offline consumption, coordinated linkage of large enterprises and small- and medium-sized enterprises, and integrated development of upstream and downstream enterprises in the same chain. Guide entity enterprises to develop more digital products and services, and encourage entity businesses to launch new models such as "cloud-based shopping" through live e-commerce and social marketing. Speed up the promotion of new service models for agricultural products such as "fresh e-commerce plus cold chain home delivery" and "central kitchen plus cold chain distribution of foodstuffs". Organize various online promotional activities to promote brand consumption and quality consumption. 6. Encouraging enterprises to expand international markets by relying on new types of consumption. Promote enterprises specialized in e-commerce, digital services and other areas to "go global", accelerate the construction of an international logistics service system for posting and delivery, push forward the construction of international logistics supply chains on an overall basis, expand business in international markets, especially business along the "Belt and Road", and cultivate a batch of internationally first-class platform enterprises and logistics supply chain enterprises with resource allocation capabilities all over the world. Fully rely on new types of consumption to drive traditional commodity markets to expand foreign trade and promote industrial agglomeration on a regional basis. Continue to improve the facilitation of customs clearance and optimize the declaration process. Explore the gradual promotion of RMB settlement under the trade circulation for new types of consumption. Encourage enterprises to realize localized operations in foreign countries in various forms, reduce logistics costs, and build marketing channels. III. Accelerating the Construction of Infrastructures and Service Guarantee Capabilities for New Types of Consumption
7. Strengthening the construction of information network infrastructures. Further strengthen the construction of new infrastructures such as 5G networks, data centers, industrial Internet, and Internet of Things, and give priority to covering core business areas, key industrial parks, important traffic hubs, and main application scenarios. Build a new-generation communication network with low latency, high reliability and wide coverage. Speed up the construction of gigabit cities. Promote the arrangement and application of the Internet of Vehicles. Promote the construction of the basic platform for city information model (CIM), support the multi-scenario application of urban planning and construction management, and facilitate the digitization of urban infrastructures and the aggregation of urban construction data. Reinforce the security guarantee for relevant facilities. 8. Improving the infrastructure network of commerce and trade circulation. Establish and improve the digital commodity circulation system, accelerate the deployment of digital consumption networks in emerging cities, key villages and towns and central and western regions, and reduce the overall cost of logistics.
