The Vocational Education Law of the People's Republic of China, which was adopted at the 19th Section of the Standing Committee of the Eighth National People's Congress on May 15, 1996 and promulgated by Order of the Chairman of the People's Republic of China No. 69 on May 15, 1996, shall come into effect as of September 1, 1996.
Chapter I General Provisions
Article 1 For the purposes of implementing the strategy of boosting China through science and education, developing vocational education, improving the quality of laborers and promoting the construction of the socialist modernization, this Law is hereby formulated in accordance with the education law and the labor law.
Article 2 This Law shall apply to all kinds of educational activities conducted by vocational schools at various levels and vocational training in various forms. Special training conducted by state authorities for their functionaries shall be otherwise specified by laws and regulations.
Article 3 Vocational education is an important part of the state's educational cause and an important way to promote the economic and social development as well as the employment. The state shall develop the vocational education, push the vocational education reform, raise the quality of vocational education, set up and improve a vocational education system that keeps pace with the progress of market economy and society.
Article 4 When conducting vocational education, the state's educational policy shall be followed, education on ideology, politics and vocational ethics shall be conducted towards the education receivers, vocational knowledge shall be taught, vocational technical abilities shall be cultivated, vocational directions shall be given so as to raise the quality of the education receivers in an all-round way.
Article 5 Citizens shall have the right to receive vocational education.
Article 6 People's governments at each level shall incorporate the development of vocational education into the planning of the national economy and social development. Industrial associations, enterprises and institutional organizations shall perform their duties to carry out vocational education according to law.
Article 7 The state shall adopt measures to develop vocational education in rural areas and support the regions of minority nationality, remote border areas and poverty-stricken areas to develop vocational education. The state shall adopt measures to help women in receive vocational education, organize the unemployed to receive vocational education in various forms and give aid to the development of the vocational education for the disabled.
Article 8 The vocational education shall adopt systems of academic credentials, training certifications and vocational credentials in the light of actual needs and according to the vocational categories and the standard of vocational grade. The state shall adopt a system under which workers shall receive necessary vocational education before getting employed or taking their posts.
Article 9 The state shall encourage and organize scientific research in vocational education.
Article 10 The state shall award organizations and individuals who have made remarkable achievements in the work of vocational education.
Article 11 The education administrative department of the State Council shall be in charge of the overall planning, comprehensive coordination of and macro control of vocational education.
