Regulations of the People's Republic of China on Household Registration

Article 1 These regulations are formulated for the purpose of maintaining social order, protecting citizens' rights and interests, and serving the socialist construction.

Article 2 All the citizens of the People's Republic of China shall perform household registration in accordance with the provisions herein.
The household registration of active servicemen shall be handled by military departments according to related regulations on active servicemen.
These regulations shall be applicable to the household registration of foreigners and people without nationality within the territory of the People's Republic of China, unless otherwise provided in laws and regulations.

Article 3 Public security organs of various levels shall take charge of household registration.
In cities and towns with police stations, the area of jurisdiction of a police station shall serve as an area of household jurisdiction; in townships and towns without police stations, the area of jurisdiction of townships and towns shall be the area of household jurisdiction. The people's committees of townships and towns and police stations are departments of household registration.
For households within such units as government departments, organizations, schools, enterprises and institutions, as well as in their dormitories, each unit shall specially assign personnel to assist the departments of household registration to handle household registration; for scattered households, the departments of household registration shall directly handle household registration.
For households of non-servicemen within military departments and military dormitories, each unit shall specially assign personnel to assist the departments of household registration to handle household registration.
For households of such production cooperatives as those in agriculture, fishery, salt industry, forestry, husbandry and handicraft industry, the cooperatives shall specially assign personnel to assist the departments of household registration to handle household registration. For households outside cooperatives, the departments of household registration shall directly handle household registration.

Article 4 The departments of household registration shall set up household registers.
