The Regulations on Qianhai Shenzhen-Hong Kong Modern Service Industrial Cooperation Area of Shenzhen Special Economic Zone were adopted at the ninth meeting of the Standing Committee of the Fifth People's Congress of Shenzhen Municipality on June 27, 2011, and are hereby promulgated for implementation as of the date of promulgation.
Regulations on Qianhai Shenzhen-Hong Kong Modern Service Industrial Cooperation Area of Shenzhen Special Economic Zone

Chapter I General Provisions
Article 1 In order to promote the construction of Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Area, deepen the close cooperation with Hong Kong and develop modern service industries, these Regulations are hereby formulated in accordance with the basic principles of laws and administrative regulations.
Article 2 These Regulations shall be applicable to Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Area (hereinafter the"Qianhai Cooperation Area").
Qianhai Cooperation Area is a relatively independent specific area dedicated to developing modern service industries that has been approved by the State. Its scope was determined based on the Overall Development Plan for Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Area (hereinafter the "Qianhai Plan").
Article 3 Qianhai Cooperation Area shall focus on production services industry and develop finance, modern logistics, information services, technology services and other professional service industries through innovation.
Qianhai Cooperation Area shall perform the functions of such an area that plays an integrated role of an innovative area for institutional reform of modern service industry mechanism, a convergence area for the development of modern service industrial conglomerates, a pioneer zone for close cooperation between Hong Kong and mainland China and a leading area in industrial upgrading of the Pearl River Delta region, and build itself into a demonstration area in Guangdong-Hong Kong innovative cooperation in modern service industries.
Article 4 Shenzhen Municipal People's Government (hereinafter the"municipal government") shall follow the principles of science and innovation, and explore and establish a management system and mechanism that meet the needs in development needs in modern service industries in Qianhai Cooperation Area.
The administrative authorities, enterprises, social organizations and individuals in Qianhai Cooperation Area shall be encouraged and protected in their innovative activities in Qianhai Cooperation Area that are conducive to the development of modern service industries.
Relevant departments of the municipal government shall support the innovative activities conducted in Qianhai Cooperation Area and provide the necessary conditions.
Article 5 Qianhai Cooperation Area shall persist in close cooperation with Hong Kong, explore the new mechanisms, new modes and new ways of cooperation with Hong Kong and promote the integrated development with Hong Kong.
Qianhai CooperationArea shall draw on the ideas and experience of Hong Kong and other regions of the world in maintaining market operating rules and in the development, construction and management of internationally accepted rules and international practices.
Article 6 The municipal government shall strengthen its leadership in the implementation of Qianhai Plan; and according to the function positioning and development priorities determined in Qianhai Plan, develop an implementation program to promote the all-round implementation of Qianhai Plan in a coordinated manner.
Chapter II Governance Structure
Article 7 Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Area Authority of Shenzhen Municipality (hereinafter"Qianhai Authority") shall be established.
Qianhai Authority is a statutory body that implements corporate management not aimed at profitability and performs relevant administrative and public service duties. It is specifically responsible for development and construction, operations management, investment promotion, institutional innovation, comprehensive coordination and other relevant work in Qianhai Cooperation Area.
The municipal government shall, according to the actual situation of development, construction and administration of Qianhai Cooperation Area, specifically prescribe and adjust the administrative duties and scope of public services of Qianhai Authority and the scope of duties to be performed by relevant departments of the municipal government in Qianhai Cooperation Area.
Qianhai Authority is responsible for coordinating the administrative duties in Qianhai Cooperation Area to be assumed by the government in the local jurisdiction and departments of the municipal government that have administrative authority.
Article 8 The organizational structure of Qianhai Authority shall follow the principles of streamlining, efficiency and flexible mechanisms.
The director of Qianhai Authority shall be appointed by the municipal government and shall serve a term of five years.
Depending on operational needs Qianhai Authority may have several deputy directors to assist the director in his work.
