Recently, three departments including the National Development and Reform Commission have developed and promulgated the Middle and Long Term Development Plan for State Civil Space Infrastructure (2015-2025)(the "Plan").
The Plan points out that, the satellite remote sensing system, the satellite communications and broadcasting system and the satellite navigation system shall be built and formed during the "13th Five Year Plan" to basically establish the state civil space infrastructure system. For this purpose, the Plan puts forward such realization routes as promoting major applications and relevant policy measures. Specifically, the Plan points out that comprehensive application demonstration shall be carried out in 12 fields including territory, mapping, energy, communications and environmental protection to provide timely, accurate and stable space information service to such core business as dynamic monitoring of resources and environment and the general survey of significant national conditions and strength. Meanwhile, the Plan specifies it is imperative to support private capital to invest in satellite development and system construction, encourage various enterprises to carry out value-added product research and development, operation service and industrialization application and promotion; encourage financial institutions to enhance credit support, and improve and implement tax supporting policies which encourage innovation.
