MEP Seeks Comments on the Technical Specifications for Flue Gas Ultra-low Emission Engineering of Coal-fired Power Plants and Other Three National Standards
Recently, the General Office of the Ministry of Environmental Protection ("MEP") has released four national standards including the Technical Specifications for Flue Gas Ultra-low Emission Engineering of Coal-fired Power Plants (Draft for Comment) (the "Draft for Comment") to solicit comments from units concerned before July 21, 2017.
The Draft for Comment sets forth general requirements for flue gas ultra-low emission engineering of coal-fired power plants, design of systems and processes, equipment and materials, inspection and process control, major ancillary works, labor safety and occupational health, construction and acceptance inspection, operation and maintenance, and other relevant requirements. According to the Draft for Comment, ultra-low emission engineering projects should be constructed pursuant to the construction procedures for engineering projects stipulated by the State, and design documents for that purpose should be submitted, approved and filed for a record through relevant formalities in accordance with the requirements on contents and the depth; any ultra-low emission engineering project newly built, reconstructed or expanded should be designed, constructed and put into production simultaneously in conjunction with the main body of the project. As to the source control, the Draft for Comment clarifies that power plants should select in preference to use certain types of coal that is clean and efficient and consumable products that are environmental friendly and economical to clean up pollutants, and adopt in preference boilers and combustion technologies which generate smaller amounts of pollutants.
