SAT Vows to Deepen Reform of "Streamlining Administration, Delegating Powers and Improving Regulation and Services" Among Tax Authorities and Optimize the Taxation Environment
Recently, the State Administration of Taxation ("SAT") has released the Several Opinions on Further Deepening Reform of "Streamlining Administration, Delegating Powers and Improving Regulation and Services" Among Tax Authorities and Optimizing the Taxation Environment (the "Opinions").
The Opinions set out 30 concrete measures in five aspects, including making further progress in streamlining administration, delegating powers and improving regulation and services, practically innovating regulatory methods, constantly optimizing tax payment services, persistently improving tax enforcement, and updating the information system in an overall manner. In particular, the Opinions propose a series of tasks for the reform purpose, such as cutting and optimizing tax-related administrative approvals, simplifying formalities for taxpayers to register, relocate and deregister themselves, refining rules on filing a record for tax incentives and contracts by taxpayers, and requesting less tax-related submission materials, in a bid to further simplify procedures for taxpayers to submit required materials and handle tax affairs. Additionally, the Opinions specify six concrete missions to put in place the said reform, including reforming the system of taxation administrators, exercising the policy of handling tax affairs based on real names in all fields, advancing cooperation in respect of cross-regional risk management, establishing a dynamic way to regulate credit standing, allocating the taxation collection and management resources in an optimal manner, and strengthening collaboration and cooperation between authorities, in order to create a new closed-loop management system that integrates the real-name tax handling system, administration of taxpayers by category and by grade, credit scores granted to taxpayers, and risk management.
