Recently, the Ministry of Industry and Information Technology ("MIIT") has issued the Work Plan for Further Boosting the Service Quality and Efficiency in the Information and Communications Sector (the "Plan").
The Plan calls for practically performing duties in managing the information and communications sector and supervising the market thereof, taking user-oriented approach, focusing on the support capacity for this sector, quality of telecommunications services, information and communications market order, protection of users' personal data and other areas, tackling hot and difficult issues facing the masses, and striving to achieve the objective of significantly improving the quality and efficiency of services rendered by enterprises by the end of this year. To this end, the Plan lays down four key tasks and measures, including "accelerating the network construction", "regulating service behavior", "regulating the information and communications market order", and "safeguarding legitimate rights and interests of users". In particular, local communications administrations at all places, according to the Plan, should urge enterprises engaged in basic telecommunications companies and internet businesses to compete with their rivals rationally and do business in a legal and honest manner, and launch investigations into and punish unfair competitive conduct that infringes upon legitimate rights and interests of other enterprises and users.
