The General Administration of Quality Supervision, Inspection and Quarantine ("AQSIQ") has recently issued its Announcement [2018] No.10 to release the Plan for Carrying out the Reform of Having Each Enterprise Obtain Only One Production License for Industrial Products (the "Plan").
The announcement clearly specifies that the reform in granting only one Production License for Industrial Products to each enterprise is launched nationwide from January 15, 2018, covering 38 categories of products that are currently subject to administration by the production licensing for industrial products. The Plan also makes it clear that for multiple applications filed by a manufacturer holding a business license for manufacturing simultaneously various types of products enumerated on the catalog for administration of production licenses for industrial products, the authority responsible for examining applications and issuing licenses shall review all these applications together, make a decision within the required time limit, issue only one Production License for Industrial Products, and have names of all licensed products specified on the duplicate license. Furthermore, the Plan notes that when an enterprise needs to handle six licensing matters, such as the issue of a license, the renewal of a license and the changes to the license scope, it could file an application for this purpose under the principle for the "one license per enterprise" scheme. Moreover, the "one license per enterprise" program applies only to products subject to the approval authority at the same level.
